We have worked with many local governments and non-profits in western North Carolina and believe we have the knowledge and experience to produce a useful report that will help guide the town to make the best decision possible. Our proposal includes three main components: (1) focus groups, (2) a scientifically conducted survey, and (3) presenting the results to the town in the most useful way possible. We expand on all three below. Stage 1: Focus Groups The first stage of the project will include two independent focus groups, each consisting of 8-12 people. The focus groups will take place in Black Mountain and will last for approximately 90 minutes each. We will recruit participants for these focus groups by calling from the list of 25 constituencies that the committee identified. With this number of constituencies, it is, of course, impossible to have each group represented, but we will make every effort to include as many diverse interests as possible. The goal of the focus group is not to be representative of views of the entire community, but rather to give us a rich and detailed description of how people talk about the future of the Town Square property and their detailed views on whether public money should be used. These focus groups will also be invaluable as we form the survey questions that will make up stage two of the project. If the Board would like to complete more focus groups, aimed at particular constituencies, we can do so for a cost of $750 each. Stage 2: Representative, Scientifically Valid Survey After obtaining detailed information about how a few people feel about the project, we will then use this information to create and implement a brief (10 question) telephone survey of registered voters in Black Mountain. The purpose of this stage of the project is to obtain empirical data on how hundreds of randomly selected people feel about the future of the Town Square property. The results of this survey should give us an excellent gauge of what all Black Mountain registered voters believe the town wants to do with the Town Square. Stage 3: Presenting the Results After completing the first two stages of the project, we will analyze the data and write a brief (2-5 page) report summarizing the results. The report will be written in an accessible manner that is aimed at town administrators, elected officials, and the general public.. We will also make the raw data available to the town and will make up to three presentations to interested parties about the results. We will also be available for questions and comments throughout the project. Budget We will complete the project outlined above for $9,000. Writing the focus group questions, conducting the focus groups, transcribing the conversation, and analyzing the results will cost $750 per focus group. Writing the survey questions, selecting the sample, conducting the survey, analyzing the data, writing up the results, and presenting the results will cost $7,500. This total cost also includes our travel to Black Mountain and our ability to be on-call for questions from the Board during the life of the project. Timeline We are flexible on the time-line, but we can certainly complete the project within three and a half months. We may be able to complete it sooner if the Board believes it is necessary. Why Work with the Public Policy Institute? The Public Policy Institute (PPI) is a research and outreach Institute, affiliated with the Department of Political Science and Public Affairs at ĢƵ. The PPI frequently works with local governments and non-profits to improve governance in the region. Our goal in all of these projects is to create a practical, useful project for the client. In addition to the expertise of the Principal Investigators, we will also employ a graduate assistant to help with this project. The graduate assistant will be supervised by us and help in every step of the project. He/she will also gain invaluable experience on how to conduct applied research for local governments. As such, the town of Black Mountain will be contributing directly to education and the creation of intellectual capital in the region. About the Principal Investigators Christopher A. Cooper (PhD, University of Tennessee) is Director of the Public Policy Institute and Associate Professor of Political Science and Public Affairs at ĢƵ. H. Gibbs Knotts (PhD, Emory University) is Department Head and Associate Professor of Political Science and Public Affairs at ĢƵ. Both Principal Investigators have a wealth of experience in survey research, public opinion, and public administration. Together they have conducted applied work for the City of Asheville, the Land of Sky Regional Commission, Buncombe County, the town of Sylva, North Carolina Farmers Markets, and other local governments and non-profits. Their published work appears in journals such as Public Administration Review, Social Forces, Social Science Quarterly, Popular Government, and State Politics and Policy Quarterly.
