Undergraduate Admissions Special Consideration and Exception Policy

Initially approved by Board of Trustees of WCU: December 13, 2024

Policy Topic: Admissions
Administering Office: Student Affairs

I. POLICY STATEMENT

It is the policy of Ä¢¹½¶ÌÊÓƵ to comply with UNC System policies and regulations pertaining to minimum course and eligibility requirements. This policy ensures compliance with Section 700.1.1 of the UNC Policy Manual for baccalaureate degree-seeking applicants for first-time undergraduate admission. A first-time undergraduate is defined as a degree-seeking student with no prior post-secondary experience (after high school) attending any institution for the first time at an undergraduate level. It also includes students enrolled in the fall term who attended college for the first time in the prior summer.

II. SPECIAL CONSIDERATION AND EXCEPTION COMMITTEE MEMBERSHIP

UNC Policy (700.1.1.1[R]) mandates faculty involvement as part of the deliberation of either Minimum Eligibility Requirement (MER) or Minimum Course Requirements (MCR) exceptions. Ä¢¹½¶ÌÊÓƵSpecial Consideration and Exception Committee membership brings together faculty and administrators directly involved in enrollment and student success and represents a broad knowledge base to consider admission and enrollment issues. Members of this committee are employees and are comprised of the following:

  • Director of Undergraduate Admissions - ex officio non-voting member
  • Associate Vice Chancellor for Undergraduate Enrollment
  • Associate Vice Chancellor for Student Success
  • Dean - College of Arts and Sciences
  • Dean - Brinson Honors College
  • Faculty Senate Representative
  • Faculty Athletic Representative
  • Graduate School Dean

III. SPECIAL CONSIDERATION AND EXCEPTION EVALUATION

Undergraduate Admissions will evaluate all completed applications pursuant to UNC MER and MCR polices and regulations. Applicants who do not meet MCR or MER can petition for special consideration or exception, or Undergraduate Admissions can submit applications for exception in cases where extenuating circumstances warrant special consideration (e.g., students with a documented Individualized Education Plan (IEP) or

504 Plan, students who have encountered challenging family or life events, or students who have restricted or interrupted access to educational opportunities). The Ä¢¹½¶ÌÊÓƵSpecial Consideration and Exceptions Committee will consider cases based on holistic review of the record, circumstances, and evidence for the applicant’s success. The Special Consideration and Exceptions Committee will rule (majority vote) on any cases that do not meet MCR and will submit a recommendation to the chancellor on any cases that do not meet MER.

IV. REPORTING

A report of the admission of students requiring special consideration to the MCR and chancellor’s exceptions to the MER will be made annually to the Board of Trustees of Ä¢¹½¶ÌÊÓƵ. Special consideration or chancellor’s exception will be reported annually to the UNC System Office.

V. POLICY APPROVAL

Pursuant to the UNC Policy Manual 700.1.1.1[R] – Regulation on Minimum Eligibility Requirements for Undergraduate Admission for the University of North Carolina System, as amended, this University Policy 21 – Undergraduate Admission Special Consideration and Exception Policy must be initially approved by the Board of Trustees of Western Carolina University.
